Musgrave was born in Antigua, West Indies. After doing his education in the West Indies and England, his first major appointment was in 1854 as private secretary to Robert James Mackintosh, Governer-In-Chief to the Leeward Islands. His talents were soon recognised and he was promoted to administer the British West Indies territories of Nevis and St Vincent and the Grenadines. His next appointment was as governer of Newfoundland in 1864. His major goal was to get the colony to join the Canadian Confederation but met with little success. He then took over as governer of the United Colonies of Vancouver Island and British Columbia. There he found a colony in a terrible mess, with much factional fighting and financial woes. He proved his worth by helping mend the warring parties and in 1871 British Columbia joined Canada as it's sixth province. After a very short stay as governer of Natal, South Africa, his next position was as governer of South Australia. After three and half years he returned to the West Indies to be governer of Jamaica. He held this position for 6 years before once again returning to Australia to be governer of Queensland. He was at the point of retirement when he died at his desk in 1888. There are numerous places named in his honour in Australia, Canada, and the West Indies.
